EDITORIAL

Is the National Islamic Front (NIF) in Sudan genuinely interested in peaceful negotiation? We, believe that the  NIF with all its factions is not. Let us review some main cardinal political moments in the history of the NIF and practices of their government in the last 10 years, which support our thesis.

The strategy of the NIF is to misuse Islam as vehicle to political power and to impose in its name a totalitarian regime based on a fascist ideology of ethnic, cultural and religious superiority, to enforce Islam and the Arabic language as the language of Koran on non-Moslem and non-Arab Sudanese. The NIF government as the international community know practiced among other ugly things, ethnic cleansing through physical liquidation,  uprooting of families, forced evacuation and segregation of men and women as well as biological ethnic cleansing by raping and impregnating non-Arab women. Coercive Islamisation of culture, and a move to annihilate the several thousand years old civilization of the Sudan, to which many dynasties and all religions contributed including Christianity and Islam are attempted.

But, the principal aspect of the policies  of the NIF  is the intimidation, terror and the chastisement of the centuries in Islamic Sufism. The Sudanese Islamic Sufism  rejects by conviction the NIF brand of Islam. Their democratic tribal traditions denounce, the NIF fascist ideology of overusing the state coercive apparatus, and unconventional repressive “Islamic” penal code, public order act that harass women and families. As, well as, compulsory conscription act, which herds teenagers school leavers without consent of their guardians and, at the same time exempting the children of the NIF elite. The massive persistent campaigns of civil war hysteria , misinformation and brain washing of the younger generation by  their monopoly of radio, television, press, mosques and censorship over freedom of expression and publishing. The  “freedoms” of expression and association existing under the umbrella of the emergency laws and regulations, the security act that provides free hand to the security forces, and flagrantly violates human rights and fundamental freedoms and the international standards of the rule of the law.

The objective of the policies is, to impose the political, economic, and cultural hegemony of the NIF elite so that they can achieve their earthly hidden agenda of pillage of the national wealth of the country and the enjoyment of their temporal paradise. One of NIF propaganda methods addressed to the international community is the argument that the Moslem majority have the right to enforce their own Sharia Laws . But, the fact is that the majority of Sudanese Moslems were against September 1983  (Sharia) laws, the public order act, and are against an Islamic constitution that will lead to the Balkanization of the country.  They are for multi-ethnic, religious, cultural and plural Sudanese democratic society. For decades after independence, Sudan enjoyed both civil and Sharia courts. The latter used to deal with personal affairs of Moslems as regards: marriage, divorce, alimony, child custody, and inheritance. The former court dealt with matters under the jurisdiction of the civil and criminal laws. All Sudanese citizens, Moslems, Christian and Pagan were satisfied with this arrangement based on citizenship and equality.

The main  tactic of the NIF is ASSIMILATION of all diversities into a homogenous Unitarian society. In practice this could be achieved either by force or unconditional surrender; and no room for the NIF mentality to compromise unless it is forced to surrender like any other fascism.

Therefore, the struggle of the people of the South Sudan, and the marginalized areas, who are neither Arab nor Arabized, and, are predominantly Pagan has been considered by the NIF as serious threats to their project. The NIF has never wholehearted supported the peaceful solution of the question of the south and preferred a military solution which is ideologically “transcended” during its rule into a holy “JIHAD” war. In March, 1989  when a historical  national consensus was reached among all political forces including , trade unions, and the regular armed forces, with the exception of the NIF.  A political charter was signed, the main point of which is the resolution of the civil war based on Mirghani/ Garang agreement November 1988. A government of national unity was formed  headed by Sadig El Mahdi and comprised of the Democratic Unionist Party, the Sudanese Communist Party, the  regular armed forces, and  Trade Unions. The government of national unity agreed with the SPLM/SPLA to a final meeting in July, 1989 to endorse the agreement and arrange for the convening of the Constitutional Conference few months later to resolve the conflict once and for all. The NIF, to avoid such a solution  resorted to force and violence and launched its military coup June 1989.

The score of the negotiation rounds between the NIF government and, SPLM/ SPLA in the framework of Intergovernmental Authority for Development -IGAD- failed. As, well as, the Egyptian  Libyan initiative and recently Eritrean mediation aimed at bringing the  NDA and NIF to negotiation table are in vain. Because, the NIF is not serious about peaceful settlement and will not accept from the opposite side other than voluntary unconditional surrender to assimilation within the NIF project. Now the NIF faction in power is exploiting their differences with the faction of Dr Hassan Turabi to deceptively as usual to pose themselves as if they are different factions with different program although the majority of Sudanese know very well that they are two sides of one coin. The government is playing delaying tactics and maneuvers as usual not responding to the lifting of the emergency law and regulations, the abolition of repressive acts that do not comply with democratic standards and, calling for general elections trying to convince the EU and Carter foundation to monitor the elections to give the impression of a  free elections while, the government knows before hand that the elections will be boycotted by the overwhelming majority of the electorate. No one can dare to speak about general election, while two third of the country is engaged in war the electorate in the south, Nuba mountains, Ingessena region western and eastern Sudan can not participate due to the civil war. In dealing with regional and international diplomatic and political pressures, the NIF is the master of delaying tactics, of bowing until the storm passes, putting as their target the successful production of oil which will be a substantial asset in out-maneuvering the opposition and, the international community. The other target is to gain the support of the IMF as a decisive factor within the international community.

The NIF government adopted the neo-liberal economic policy since 1991 and started a step by step to court the IMF, which was publicly embarrassed owing to the extremely ugly record of the regime in the fields of human rights and terrorism.

The IMF started in a low profile to build bridges with the regime, and two years ago an agreement was reached by which the IMF annually  monitors the macro-economic” indices and the mutual program following the strict shock therapy of transformation of the economy of complete liberalization, and liquidation of the public sector by their extremely corrupt and arbitrary privatization.” The IMF, for the last two years is praising the brilliant economic performance of the NIF government, and working hard to relieve the regime from international isolation, overlooking the fact that more than 95% of the population is under the level of poverty according to the statistics of the official institutions, even the middle class is already bankrupt and actually disappeared . The NIF realized that the present stage of economic globalization, is characterized by intense competition between transnational corporations over markets and seeking highly profitable areas for investment, and therefore cynically exploited this drive to tantalize western highly industrialized countries (European Union and Canada ) and buy their political and diplomatic support.

The only way forward to restore peace and democracy in Sudan is to dismantle this totalitarian regime by the popular uprising or by peaceful means supported by intensive internal and external political pressures.

Speech of the SPLM Chairman to the Sudanese People

Dr John Garang de Mabior , the chairman of Sudan People‘s Liberation  Movement/ Army (SPLM/A)  Chairman of the National Democratic Alliances  United Military Command  addressed, on Thursday 2.7 April, 2000 the Sudanese over Radio of National Democratic Alliance ON CURRENT MILITARY SITUATION. Here is Abridgement of his speech.

In the name of New Sudan I salute the heroic struggle of the Sudanese people: the youth, students, workers, farmers, professionals, trade unionists and NDA activists. These are the forces of the INTIFADA that overthrew the General Abboud military dictatorship in 1964 and brought down General Numeiri in 1985; I greet the marginalized Sudanese everywhere: in the countryside in the South, in the East, in the West, in the far north. in the center, in Khartoum and in the camps of the displaced people. I salute the gallant military forces of the NDA and SPLA in all six fronts: the first front in Upper Nile, especially those who recently rejoined the SPLA in Western and Central Upper Nile. I congratulate the soldiers of the Second Front in Equatoria for containing and repulsing all NIF offences out of Juba, and the soldiers of the Third Front in Bahr el Ghazal for successfully protecting civilians against the offences of the government-organized tribal militias and the so-called Popular Defense Force. In this connection, I appeal to the Arab tribes of Misseriya and Rezzigat to resist being used by the NIF as a government militia force and to make peace with their brothers and sisters from the Dinka and Nuer tribes in the border areas. I call for peace and reconciliation conference involving all tribes in bordering areas to be held under SPLM facilitation in the shortest time possible. I salute our gallant forces in the Fourth Front in Nuba Mountains and the Fifth Front in Southern Blue Nile for repulsing the current NIF-Government dry season offensive I salute the gallant NDA forces in the Six Front in Eastern Sudan for defeating the massive NIF dry season offensive and thereby discrediting the NIF and its decadent regime

The current military offensive in Eastern Sudan was imposed on us by the NIF in March 2000. NIF timed its massive military offensive on March 6 at the Six, Fifth and Fourth Fronts to coincide with the meeting of the NDA Leadership Council in Asmara. The government is solely responsible for the escalation of the war, while the NDA has been discussing in that meeting a comprehensive political and peaceful settlement to the Sudan conflict under the IGAD and the joint Egyptian-Libyan peace initiatives The aim of the offensive was to abort the comprehensive peaceful settlement. I would like to assure all Sudanese that SPLM/SPLA, contrary to the allegations of the NIF and their allies, stand for a comprehensive political and peaceful settlement that is based on the New Sudan that fully stands for democracy, justice and equality for all Sudanese irrespective of race, culture, tribe, religion or gender. Since March 17, the Nif has suffered in the three fronts continuous casualties, over 1000 killed, many more wounded and several taking as POWs. Many military garrisons were captured. The NIF is sacrificing a lot of students and youth dying unnecessarily in a war that is not theirs. This is the war of the NIF to keep a small clique in power. It is not a religious war it is a war for political power as it is now clear in the conflict between Turabi and Bashir. The NIF has destroyed both the present and past of Sudan and should not be allowed to destroy its future. I appeal to the students and youth that represent the future of Sudan to dissociate themselves from both factions of the NIF. I appeal to the army of the government as well as the Popular Defense Forces and the police to dissociate from the NIF and its war. I wish to assure them that the SPLM/SPLA stands for the unity of the country on a new basis of justice and equality for all citizens. SPLM/SPLA is neither against Islam nor against Arabs, who constitute part of its membership. I call them to support the INTIFADA so that we end the war, achieve peace and enter the new era of the Sudan of peace, stability, equal opportunities and prosperity. INTIFADA is the principal means of struggle to bring about fundamental changes in Sudan. The primary aim of the armed struggle in Eastern Sudan is to create the necessary circumstances for the success of the INTIFADA.

Finally I would like to salute the citizens of Eastern Sudan in general and Homoshkreib in particular. I salute the memory of Sheikh Ali Betay, the founder of the religious center of Homoshkoreib. I would like to assure our people in Eastern Sudan, that in my capacity as Chairman of the NDA United Military Command and as Chief in-Command of SPLA, I have issued very clear and strict orders to our forces in Eastern Sudan to respect our religious and cultural institutions and practices, to respect the dignity of our women and elders and indeed respect all citizens and protect them from any adverse consequences of the war.

NIF Regime continues it’s Poor Human Rights Record

Lawyer Sati Mohammed Alhaj Hadi & Ahmed Osman who are both members JAD-NARD (National Alliance for the Restoration) were arrested last week by the NIF regime security forces. Seven leading members of the opposition National Democratic Alliance  (NDA) are still detained in Kober prison in Khartoum Bahri. Other lawyers arrested were Ghazi Suleiman and Ali Mahmoud Hassanain, who had signed a petition along with 12other lawyers protesting the detention of the NDA leaders in Sudan and submitted it to the regime. The Sudan Human  Rights Organization SHRO, issued a press release on the situation of human rights in Sudan  Declaration no. 65/2000.

First: In the evening of Sunday, June 25, 2000 combat police and security forces detained and tortured the following citizens at Alkalaklat areas (15 kilometers south of Khartoum) 1- Mohamed Hassan Badri 2- Own Christopher                                    

3- Mohamed Suliman Mahmoud  4- Tarig  Awad                                

5- Alaa Eldeen Ahmed Osman,  6-Medani Medani Mohamed                     

 all are  Student 7- Nizar Mohamed Awad, Driver 8- Khalid Hassan    Civil Service,   9 - Omer Mohamed Toam   Worker

10- Alobied Hassan   Military recruit

Second: Most of the above mentioned detainees are hospitalized for various injuries, and, despite their severe injuries, their court trial is in session up to the date of this declaration.

Third: Detaining and torturing the above mentioned violate their right in freedom, in addition, to their personal safety as stipulated in the constitution of The Republic of Sudan for the year 1998, and, the international agreements concurred by the Government of Sudan.

We solicit all the individuals and groups, world wide, concerned with the Human Rights to write to the Sudanese President, Minister of Interior, and Minister of Justice on their duty of protecting the rights and the freedom of the citizens as required by the international accords.

Sudan Junta continues systematic human rights violations. First: At 12:30 after noon today the 17th of December 2000 the Sudanese Security Organ arrested Advocate / Satie Mohamed Alhaj while he was in his law office in Khartoum centre. Advocate / Alhaj, Chairperson of the Arab Democratic Nasiri Party & Member of the Political Office for the Democratic Forces Front (JAD), was arrested vide no arrest warrant and taken to an unidentified place. Second: Detaining Advocate / Alhaj violates his rights to freedom and safety as provided in the Constitution of the Republic of Sudan for the year 1998, and, the international conventions ratified by Sudan Government in 1986. Third: Detaining the above mentioned represents a continuity for the regime campaign of harassing and suppressing the leaders of Sudan civil society.

Since the 7th of December 2000 eleven prominent Sudanese were arrested and since then their where about unknown disregarding their legal and human rights and subjecting them to health hazards as most of them are with very fragile health conditions. Appeal: The Sudanese Human Rights Group (SHRG) calls on all the international and regional organizations, and all the individuals concerned with the human rights to write to the Sudanese President, Minister of Justice, and Minister of Security to: 1- Ensure that Advocate / Alhaj dignity and safety are not touched in any respect. 2- Immediately release him along with the other detainees. 3- Stop the systematic deliberate human rights violations in Sudan. ON THE HUMAN RIGHTS SITUATION OF SUDAN ARTS

Cultural Rights

Dissolution of State Cinema Corporation

In 1993, the minister of culture and information issued a ministerial order to suspend the Sudan Cinema Corporation, a distributor of movies all over the country. The corporation was equally a producer of Sudanese movies. The Al-Neel wa Al-Difaf [The Nile and the Banks] directed by Ibrahim Shadad, Al-Buqa’ [The Spot] directed by Abdel-Rahman Al-Nujomi, Suliman Mohamed Ibrahim, and Ibrahim Shadad as a three movie series were in the process of production .The suspension of these movies underlined the minister’s decision to suspend the whole corporation. In the meantime, the NIF rule continued to establish a private corporation to replace the state corporation for profit-making. The Folklore Band  Firqat Al-Fonoon Al-Sha’biya [The Folklore Band], established in the 1960’s, has consistently played a positive role in the development of Sudan cultural activities. The band developed tens of national dances from all parts of the country. According to a Sudanese theatre writer, the band has been destroyed as the Azande dance was banned, financial and administrative affairs ignored, dancers clothes converted into a so-called Islamic form, and indigenous dressings prohibited irrespective of the artistic design created for them to match theatrical technology. All these changes made it impossible for the band to perform Sudanese original dance.

Institutions of Arts Education

The Sudan College of Fine Arts and the High Institute of Music and Theatre were suspended for many

years. The needs of these educational institutions for modern equipment were completely ignored. NIF continued to impose “religious” programs on the curriculum of the arts education. As a result of this non-artistic concern, the authority exercised censorial intervention on the established system through obliteration or termination of regular programs and activities, attacks on libraries by unknown persons to ruin scientific references, and the excessive use of non-academic concepts against arts.

The Artists’ State of Affairs

The human rights norms emphasized the freedom of artists in many instruments. ICESCR stipulates the duty of states to recognize everyone; (a) To take part in cultural life; (b) To enjoy the benefits of scientific progress and its applications” added to similar provision in Article 4 (k) of UNESCO Recommendations and Article 3 of Artists’ Status. In reality, these principles are not applied in Sudan. Many theatrical plays were banned including: (1) Ma’sat Yrol The Tragedy of Yrol] directed by Al-Samani Lwal and produced by Al-Sadim Theatre.  (2) Qobat Al-Nar [The Tomb of Fire] authored by Zul-Faqar Hassan Adlan and directed by Kasim Abu Zaid and produced by the Central Group of Actors Union which is regionally recognized as it was invited to participate in the Baghdad Theatre Fair. (3) Talata Rigal wa Habl [Three Men and a Rope], authored by Zul-Faqar Hassan Adlan and directed by Kasim Abu Zaid. This was banned from participation in the Cairo Fair for Sudan .

Experimental Theatre although it had been earlier permitted for a single show in 1994. (4) Kalam fi Al-Mamnoo [A Speech on the Forbidden] by author.

Mahfouz Abdel-Rahman directed by Tamadir Shaikh Al-Deen and produced by Al-Asdiga’ Group then banned from the National Theatre since 1991. (5) Al-Nas Al-Rikbo Al-Tarora [The people Who Rode the Floating Boat], produced by Al-Sadim Group, authored by Zul-Faqar Hassan Adlan, and directed by Kasim Abu Zaid. Al-Sadim Group ceased to present its shows at the Natives Theatre in Omdurman 1993 by an administrative order signed by Dr. Ahmed Abdel-Al Amin of the National Corporation for Culture and Arts. (6) Zawag Al-Sumr [Marriage of the Blacks] written by Professor Abd-Allah Al-Tayeb, director Fath Al-Rahman Abdel-Aziz, produced by the National Corporation for Culture and Arts. Prepared for the Friendship Hall Theatre in the celebration made for Professor Abd-Allah Al-Tayeb, the show was suspended by Al-Samawal Khalaf-Allah, secretary of theatre at the National Corporation for Culture and Arts as “it doesn’t fit into the national project for the resurrection of culture.” (7) Tabooz Al-Awal [Tabooz the First], written by Mustafa Ahmed Khalifa, directed by Mohamed Al-Sunni Dafa-Allah, and produced by Ali Mahdi. The show was suspended at the Friendship Hall Theatre although it had been publicly advertised. The National Corporation stopped the show as recommended by a committee that also from the show as a political disposition.

The National Radio

Many radio programs have been suspended while transmitted on air or even before that. Many songs performed by the most popular singers of Sudan were banned such as those by Mohamed Wardi, Mustafa Sid Ahmed, Abu-Araki Al-Bakheit, and Yousif Mosuli. For the most part, the decision was arbitrarily enforced without any written form or approval by a competent authority. The Radio officials, nonetheless, said that decisions were taken as a “high directorate” from “the high authority.”-

Appeal From Family of NIF Victim

To all “Justice and Peace”  loving people worldwide...

My elder son (Muhanad Abdelrahman Mohammad Zakaria), sixteen and a half years old) a healthy  brilliant top of his class and expected to score  high marks in the Sudan School Certificates has been conscripted and forced to join illegal compulsory military training  Popular Defense Forces (PDF),”NIF Militia”  forced upon students  by  Regime governing the Sudan , at Alsilate camp (Aljaily Area north of Khartoum) as a condition to get his final  school certificate. My son died the second day (30/5/2000 ) after he joined the PDF Camp.  My son who is only 16 ½ years old died due to tough training under direct sun with temperature more than 50 degrees. Dr. Ali Ibraheem Ali, the camp only doctor who supposed to be humane as all doctors all over the world , refused to transfer my son to any hospital  till he died suffering from Sun Stroke. 

I would appreciate if you escalate this through your web sites to all human rights organizations and to all concerned organizations which I cannot reach from here. 

I am claiming to the United Nations and to the Court Of Justice against all cowards responsible for the death of my son specially  Dr. Ali Ibraheem Ali .

The Sudanese police and security forces started since Sunday redeployment campaigns and large-scale inspection campaign in al-Khartoum province especially during night times. On foot patrols and barriers were deployed on crossroads and the main highways leading and coming from the capital. The official spokesman for the police said in a statement to al-Ayam newspaper issued on Monday in al-Khartoum that these camps came in the framework of reserve and preventive measures on the background of al-Jaraffa massacre in Um Durman. Meantime, the political department at the Sudanese Cabinet on Sunday approved amendments in the security law to enable the security forces to firmly deal with “ religious zealousness phenomenon and security unrest.” The advisor of the Sudanese President for legal and political affairs Abdul Basit Sabdrat said the new amendment aims at enabling the security forces to eliminate violence and security violations against citizens, their properties and social gains. Sabdrat explained that the amendment relates to adding a new item to the national security law concerning organizations which frighten the society with the aim of achieving public safety and security and gives the right for “provisional detaining.”

Al-Ayam added that this amendment offered the Sudanese security forces the right to detain for three months which are to be renewed automatically for other three months.

On the other hand victims of the massacre committed in a mosque in Um Durman tolled to 23 killed persons.

Subject:     Oil Aiding Genocide in Sudan!

              The following article shows the outright contempt that the Sudan government has for the “Constructive Engagement” (read appeasement) approach which Canada and the European Union are following with regards to the genocide in Sudan. It could not be clearer that the oil revenues are being used to make weapons and wage war! It could not be clearer that Canada and the European Union countries and their oil companies are aiding the Khartoum junta in these efforts by doing nothing to prevent the oil and oil revenues from flowing into the coffers of the killers in Khartoum so they can manufacture and purchase the weapons they want to kill their own people. That top Sudan government spokesperson could make such a brazen statement, in such an open forum, is proof that this criminal government believes it has impunity; that no matter what it does or says, no one will take action to stop the oil. Bomb the babies! Kill and enslave the Southerners! Wage genocide in the Nuba Mountains! Nothing matters as long as the oil and oil revenues keep flowing into the morally bankrupt nations of the Western World.

              History will not forgive us!

Sudan to achieve self-sufficiency in weapons: spokesman

KHARTOUM, July 1 (AFP) - Sudan will be capable of producing all the weapons and ammunition it needs by the end of the year thanks to its growing oil industry, the armed forces spokesman said in remarks published Saturday  Khartoum, which has been fighting a civil war against rebels since 1983, “will this year reach self-sufficiency in light, medium and heavy weapons from its local production,” spokesman General Mohamed Osman Yassin was quoted as saying by Al-Share Al-Syasi newspaper. Yassin told a gathering of student army conscripts that Sudan was now manufacturing ammunition, mortars, tanks and armored personnel carriers, but he did not specify whether any foreign expertise was involved. He added that Sudan embarked on the military industry project during its “unprecedented economic boom, particularly in the field of oil exploration and exportation and the remarkable progress in light and  heavy industries.” Sudan began exporting crude oil last August and inaugurated a refinery Friday which will produce butane gas for export.

Activities of the International Committee

1/ A representative of the International Committee of the Sudanese Communist Party “IC-SCP” participated in the Communist and Workers’ parties meeting held in the Greek capital Athens from June 23rd., to June 25th., 2000.  The main topic of discussion were:

The experience from the struggles, the alliances, the cooperation of the communists nowadays.

2/ On June 7th, 2000, IC-SCP sent a congratulation letter to the German Communist Party on the occasion of their conference, wishing them success in their endeavor to consolidate the party’s  position.

3/ On May 5th., IC-SCP sent a congratulation letter to the Communist Party in Denmark, on the occasion of their fourth conference, wishing them success.  It asked as well for the consolidation of the mutual relations between our parties.  It also asked for the support of the struggle of the Sudanese people against the Islamic Front’s dictatorship, to end the civil war, and return to democracy.

4/ A representative of our party participated in the International Seminar of the Communists held at the Belgium capital in May 2000.

5/ On March 30th ., IC-SCP sent a letter to the Democratic Labor Organization in Morocco on the occasion of the fifth conference of the organization.  The letter focused attention on the importance of the conference in the struggle of the  Moroccan people for democracy, freedoms and social justice.  The letter also conveyed a call for support of the Sudanese people’s struggle, and to condemn the fascist dictatorial regime in Sudan, which escalated the war and caused the loss of millions of lives. 

6/ A delegation of our party participated in the fifth conference of the British Communist Party, which was held between the 22nd and 24th., of April 2000, under the theme: “For Peace, Democracy and Socialism.”

7/ On the 24th. of January 2000, a meeting was held between an official in the external relations office for the Czech Communist Party and representatives of IC-SCP.  The meeting discussed the proceedings of the last conference of the Czeck Moravian Communist Party, and the issues of mutual relationships.

8/ A letter of congratulation was sent to the Communist Party of South Africa on the occasion of the 72 anniversary.

9/ A delegation of the SCP participated in the 35th conference of the French Communist Party.  The delegation held a number of meetings with the French Communist Party officials aiming at developing the relations between our parties.

Air Raids Resume as Talks End

The NIF regime has gone back on its murderous air raids on hospitals, clinics, dispensaries, schools and churches. The Narus Civil hospital built by the Diocese of Torit (DOT) has become the latest target to be demolished by the regime’s Antonov.  It used to cater for the 20,000 or more displaced.  As the IGAD Peace talks started, the government sent its weapon of terror, the Antonov, to drop eighteen bombs on the unsuspecting refugees killing a pregnant woman in her hospital bed and wounding many more.  This is what the rogue regime does at the eve of every IGAD Peace talks to either send a rather foolish signal that you better submit or the Antonovs will do the rest. The whole of July, August and September witnessed intense aerial bombardment of civilian targets and compounds of relief agencies despite repeated Government’s assurance to the international community that the civilian targets would be spared.  The regime in Khartoum has never been serious in its pronouncements.  It says one thing and does exactly the opposite
